Organizational Improvement

Is it worthwhile to train new employees with rigid rules and procedures? It seems to have more cons than pros.  Rigid rules do not welcome changes and in long run, it means no improvement.  To survive in competitive edge of global market, improvement is the core tool for success and sustainability of a business.  How many organization values and document down the comments of newly employed staff and really look into what they suggest.  They are all as valuable and provide innovations to organizations.
